COUNCIL OF MINISTERS MEETING OF 3 JULY 2009 STATEMENT BY THE HEAD OF STATE
Mr Prime Minister,
Honourable Ministers (Secretaries of State),
I would like first of all to congratulate those of you who have been maintained in Government, in their old functions or in new ones. I also wish to welcome those who are joining them to make their contribution to our common endeavour to achieve democracy and progress.
My objective remains the same, namely to ensure the development of our country and improve the living conditions of our population through the policy of “greater achievements” as defined at the start of my seven-year term.
Although some progress has definitely been made, the results obtained have fallen short of our expectations. It was therefore necessary to find out why, identify the difficulties encountered and draw lessons from them.
There is no doubt that our task has been compounded by the global crisis that hit Cameroon a few months back. Some sectors like timber and cotton are severely affected. Enterprises have had to lay off workers. However, the crisis is not responsible for everything. Indeed, on the whole, our economy has been rather less affected than others.
In clear terms, I think that we have not been dynamic. The inertia that I have often decried is back again. Regrettably also, corruption, though it is being combatted vigourously, continues to constrain our action.
Quite recently, I said that we should not surrender in the face of difficulties and that we should rather strive further to overcome the crisis. Besides, the early signs that the global economy is picking up are beginning to show. We should be ready to seize the ensuing opportunities.
From the overall economic perspective, the main thrusts of our economic policy remain the same:
- We should implement an energy development programme that matches our potentials. Much time and much effort have been wasted. Those in charge of this sector should report on the actions undertaken within six months.
‐ Agriculture, including livestock and fisheries, should generate major agro-industrial projects which have been shelved for years. Here also, I expect decisions and results. That way, not only shall we be able to prevent a food crisis in our country, but we shall also be able to satisfy the demands of neighbouring countries.
‐ Our major industrial and mining projects have stagnated. Credits have definitely become scarce. However, would we be in this situation if we had been more responsive prior to the crisis? These issues must be revisited with a greater determination to succeed.
‐ Concerning infrastructure, I am certainly pleased with the progress made. However, so many projects have incurred delays and above all many needs are yet to be addressed.
It goes without saying that this dynamic development policy should be based on rigorous budget management, but that such management should not be a setback to economic activity. As I said sometime ago, our economic revival efforts should go alongside a more open lending policy, support from the State, where necessary, and of course better consumption of appropriations.
The economic development of our country should not make us lose sight of this other prime mission of the government which is to bring real progress to our population in the areas of education, health, means of communication and access to drinking water and electricity. I am fully aware that substantial efforts have been made in the domain of education and health, but there are still major deficiencies as regards water and electricity. We must remedy this situation by all means.
I expect this new government to give fresh impetus to its action, particularly, in sectors which are apparently bogged down by some kind of routine and inefficiency. I also expect this government to revive the use of roadmaps, which seem to have fallen into disuse. Finally, I expect this new government, in its action, to show proof of real cohesion and solidarity which are factors of success.

The bosses language is detached, non-specific, not action oriented. It is dull and uninspiring or was something lost in the translation from French into English? Little wonder ministers transport and bank money in cash under their mattresses. Yang, can you help this man? Perhaps you learned something after 20 years in Canada, but his anglophone prime minister is always underpowered, like someone given a teaspoon and ordered to use it to build a highway. There are untouchable tribal honchos who obstruct every attempt at reform. Inoni started with energy, but soon ran head to head with these guys. He soon enough came to the conclusion that if you cannot beat them join them.

Still same unspecific, blurred and vague speech. It has become a tradition to usher junk speeches at transient epochs and momments in the landmark of Progress change and development in Cameroon. This speech conveys no clear attainable goal/objedctive but a routine poem recitation and resurgence of same old shit. Damm, to hell with the Inertia and greater achievements policies by the Bi Mvondo Paul Biya Regime. This man is a moron, a Tyrant and a murderrer. Bongo has prepared a place for you in his castle in hell (Quatier etoudi in hell close to the Champe D Eelysee neighbourhood in hell). We are sick and tired of the Biya atmosphere and era. Cameroonians for more than a quarter of a century think Biya, talk Biya and live Biya. Man, we are sick of this demagogue. Biya...... Bongo, Sany Abacha, Eyadima and Samual are waiting for you in hell. You cannot prevent this but only rather postpon it.

It is absolutely needless to start analyzing Biya's speech. I've equally noticed that some people are trying to wave the blunders of Inoni while others are trying to advance a positive note about Yang. On the whole, they think these guys are handicapped by a form of Biyarism. The big question is, WHY CAN'T THEY STEP DOWN? And the answer is THEY ALL BELONG TO THE OLD REPRESSIVE GENERATION with no vision that can bring in the much needed change. But more importantly, they've all soiled their hands and resignation will called to question their NASTY PAST.
At present, it has to be "US" against "THEM" until the whole mess has been buried. I keep wondering if Cameroonians know the extend at which their country has deteriorated.

Bob Bristol, in reality I do not think Yang can do anything. It is all done for show and they cannot rock the boat too much. They are all powerless, cosmetic PMs designed to divide the anglophones on NW/SW basis and to deceive them that they have a stake. A person with dignity cannot accept any appointment from Cameroon government because the process is so disrespectful. There is a stupid game that adults play with children. They hide sweets in their hands and cause the kids to struggle to get them. That is how Cameroon government humiliates people with posts.

I have never seen a people full of talking without action. Why do we always point fingers. They say it's easy to criticize but hard to bring good ideas.
All I read is just blaming someone, where are the ideas or what should we do to change things?
If we don't have a single way to move forward, then let's shut up. Talking negative is not helping. Where in the world has violence or blaming change things? Constructive ideas, determination, hard work, getting involve in the process through dialogging, has proven to be the best way for progress. Please let this blogging be one for progressive thinking and not an environment of arrogance. We first of all have no opposition party which has ideas. We can come up with a proper opposition with good ideas and use that to move forward. Examples: What are we going to do different? What are we going to do with the size of government? How are we going to create jobs? What can we do about the health hazards in the country? What are we going to do for the common man to feed his or her family? What are we going to do to stop corruption, tribalism and nepotism? How are we going to serve the country as one nation? There are more than a thousand ideas to work with.
Seat back and think well and stop blaming but come up with positive ideas which can change the lives of Cameroonians. I think the simple reason why our nation is still, is because we seat and talk with no action no ideas, so those with inadequate ideas rule the nation and form funny opposition parties.

it is really a shame on my part that for over 23years i have known just a single president BIYA.For this i can even make a comparism of the two regimes that have rule cameroon since independence.but all i have to say is that if this present regime is how the previous was, then Cameroon must surely be under a curse.

Velvet i think YOU ARE NUTS, for your information, Biya has not legalised homosexuality, so better follow up what really happens in Cameroon and not write rubbish based on stupid rumour. And abortion in the case of rape and if the health of the mother is endangered by the child's birth have been legal in Cameroon since the existence of the penal code by virtue of section 339 of the penal code. So, STOP BEING A HYPOCRITE.
Black, i agree with you, people should stop sitting and complaining and writing rubbish, leave the foreign countries you are in and come back to Cameroon and fight Biya, if you think he is nuts.
