Members of the Social Democratic Front, SDF, in Balikumbat have broken away to form another Balikumbat Development Organisation, BADO II, to challenge the existing one.The announcement is contained in a four-page letter titled "Collapse of BADO and Formation of BADO II In Balikumbat Village."

The letter, written by Dr. Pius Lecigah, Balikumbat SDF Chairman, is addressed to the Sub-prefect of Balikumbat. In it, Lecigah regrets that Balikumbat is the only one among the 13 villages in Ngoketunjia Division where peace is not allowed to reign. BADO, Lecigah claims, is about to collapse like a pack of cards because of covetousness and egoism. Even the Balikumbat Rural Council is a disaster.
The letter recalls how the elites of the village jointly formed a development organisation and put at its helm Ignatius Dingha Bayin whom they saw as the best of the best. They agreed that BADO was to be apolitical and the first project BADO embarked on was a hall. But with the passage of time, BADO became an appendage of the CPDM as its executives were mainly handpicked supporters of the ruling part.
The latest move of the President General, complained the letter, is that the CPDM Secretariat, which was initially in the home of Godfred Mbonyi, a former Section President, has been transferred to BADO Hall.
Because BADO under Dingha is now a CPDM outfit, Lecigah said the SDF in Balikumbat sat on November 30 and decided to form BADO II, which will be launched any time from now.
The new BADO, he said, resolved that all money donated by SDF militants should be refunded to be used in projects soon to be earmarked by the new organisation. Lecigah also argues that the BADO Hall, which is being estimated to cost FCFA 85 million cannot be above FCFA 30 million if properly evaluated.
But in a circular letter (No.O19/OPG/05 dated December 10) Dingha, without naming names, mocks those whom he says are fanning division in Balikumbat, describing them as misguided.
"We need to be guided in our daily actions by mutual respect, trust and love. We must not destroy our common heritage for selfish reasons. No place is sweeter than home and making it better is our common concern." Dingha accused those who boycotted the meeting of self-deceit, contemptuous hatred for their brothers and total ignorance of what BADO stands for.
The letter rebuked the boycotters for depriving the village of its much needed contribution to development, describing them as hardhearted, foolhardy people "who plot with our detractors to forestall, sabotage and destroy the bedrock on which our unity is founded."
It describes them as the "prophets of doom who attribute their failures in life to their community and advises them to return to the fold else they would be judged by history or cursed by their people. Insinuating that absentees are always at fault, Dingha's letter advises the boycotters to turn up at BADO's next general meeting and be bold enough to work for the change that they cherish so much.
He said those who only speak in hiding are not speaking the truth and BADO knows only of one truth, which it upholds. "BADO has never preached division, disunity, arrogance, theft, murder, betrayal, cheating, vengeance, greed, selfishness, disrespect of authority, institutions and all other vices that go contrary to the prescription of divine nature," Dingha wrote.
The letter reiterates the apolitical character of BADO and reminds fellow Balikumbat villagers that the mandate of the new executive is placed under the banner of greater ambition for Balikumbat.
Is the greater ambition in Balikumbat that of murdering people? Is is the fighting ambition. Balikumbat elites, think very well or you are doom to fail. Probably that is the first village which will be wiped out of existence.
