First Assistant Senior Divisional Officer, SDO, for Bui has cautioned officials of the Kumbo Rural Council to avoid over taxing businesses in the municipality for the simple reason of raising council revenue. According to the Assistant SDO, who was representing Magloire Zangbwala Abath, at the Council budgetary session he warned that high taxes tend to kill businesses and may drive people to operate clandestinely.
Following debates on low rate of cattle revenue collection, fears were expressed that taxation officers might be relying on the cattle owners instead of actually counting the cattle.
It was, however, revealed that councilors connive with some cattle owners to hide their animals during counting.
The SDO reminded Mayor Alhadji Mayenin Amadu Kifon and his fellow councilors that the council is a local arm of the government and is, therefore, the main development agency at the grassroots.
The SDO expressed regret at the slim achievements registered by the council in 2005, especially as only 40 percent of the budget was realised. He advised the Mayor to always pay attention to visible projects, which are clear pointers of development.
He equally cautioned against corrupt practices and mismanagement and promised to probe any malpractice especially as the government is striving to reach the completion point of the HIPC-Initiative.
Meanwhile, the Mayor said the council had constructed some roads and bridges, made water supply possible, transferred the council head quarters, and got membership into the United Councils and Cities of Cameroon.
The Mayor said they opened a community library in Tatum thanks to support from Book Aid International and the British Council. The council also supported the on-going Bible translation programme in Lamnso.
He, however, complained of the 50-percent slash in council additional tax, which handicapped the council financially.
