Lazare Essime Menye - Finance Minister
Lazare Essime Menye, former
Minister Delegate in the then Ministry of the Economy and Finance is the Minister of Finance replacing his former boss, Polycarpe Abah Abah.
Menye became member of government in September 2006 as Minister Delegate. Prior to his appointment as Minister Delegate, Lazare had been a top official in the International Monetary Fund, IMF, for ten years, but was not so popular in Cameroon. Talking to the press shortly after his appointment, he said his promotion came as a surprise to him as he had to take over from his former boss.
Pascal Anong A. Dibeme - Land Tenure & State Property Minister
Pascal Anong Adibime, the Principal of Government Secondary School
Bafia, replaces Louis Marie Abongo Nkono. Adibime, who replaces his
political rival from the same Division, has been the CPDM Section
President for Ombessa Subdivision in the Mbam and Inoubou Division in
the Centre Province. He joined politics in the first half of 1980 and
took control of the CPDM party in the Mbam Division. During the last
twin elections, he actively campaigned for the ruling party, which
might have been his bridge to get to the government.
Ama Tutu Muna - Minister Of Culture
47-year-old Ama Tutu Muna replaces Ferdinand Leopold Oyono who spent
ten years as Minister of Culture. Born on July 17, 1960 in Limbe, in
the Southwest Province, she is the only female in the predominantly
male cabinet. A linguist by training, Ama's curriculum vitae indicates
that she is a holder of a Certificate in Translation obtained from the
University Of Montreal, Canada, in 1983.
Ama entered government on December 8, 2004 working under Luc Magloire Mbarga Atangana, the Minister of Commerce as the Secretary of State in charge of Commerce. Ama takes over from Oyono of the "Houseboy" fame. She is Bernard Muna's sister, Chairman of the Alliance of Progressive Forces, APF, party. Ama is well known for her 'Kaba Ngondo' fashion. Lovers of culture expect her to go beyond what can be deduced from her manner of dressing.
Joseph Roland Matta - Secretary of state in charge of Forestry and Wildlife and Deputy at the National Assembly
46-year-old Joseph Roland Matta hails from the East Province. He has a
diploma in Hotel Management from Gouvieux in France. His appointment
came while he was in Boumba and Ngoko Division for the funeral of
Edmund Moampea, former Secretary of State for Transport who died about
a week ago. Matta, a father of three was the Director of Mansa Hotel in
Bertoua before he was appointed Minister.
Jean Pierre Biyiti Bi Essam - Minister Of Communication
Jean Pierre Biyiti was born on December 20, 1949 in Mvoula near
Ebolowa. He underwent journalism training at the Advanced School of
Journalism in Yaounde where he specialised in print journalism.
Biyiti pursued further studies in Bilingual Letters, Arts and Audiovisual Techniques as well as Sociology and Anthropology whence he became reporter for Cameroon Tribune. Biyiti served the Cameroon Radio Television, CRT, in 1990 where he ended up as Information Manager. His interest later on changed from mainstream journalism to administrative aspirations.
He was then put in charge of studies at the Ministry of
Information, Technical and Scientific Research. He was thereafter
appointed Technical Adviser to the Minister of Higher Education. Biyiti
left that position in 1995 when he became Secretary General in charge
of Missions at the Presidency of the Republic. His transfer to the post
of Secretary General of the Ministry of Post and Telecommunication came
as no surprise to those who knew his administrative journey. He is now
boss of his former colleagues.
Henri Eyebe Ayissi - Minister Of Foreign Affairs
Henri E. Ayissi, 52, first entered the government in 1990 at the age of
35 as Minister of Urban Affairs and left in 1992. In 1998, Ayissi was
appointed Inspector of General Affairs at the Ministry of Higher
Education by his predecessor, Jean Marie A. Mebara. However, before his
entry into government, Ayissi was Permanent Secretary of Ministerial
meetings chaired by the Head of State.
He is a PhD holder in Public Law
and was a major promoter of the National Advanced School of
Administration and Magistracy, ENAM, in 1981. He has also been in the
Ministry of Territorial Administration and Decentralisation, MINATD, as
a member of the National Census Commission and Inspector General in
Charge of Electoral petitions.
Andre Mama Fouda - Minister Of Public Health
57-year-old Andre Mama Fouda replaces Urbain Olanguena Awono as
Minister of Public Health. He holds a degree in Road Maintenance which
he acquired from the National Polytechnic in Yaounde. He has worked for
several parastatal enterprises in the domain of housing. From 1974 to
1991 he worked for the National Housing Commission, SIC, where he later
became Interim General Manager for Urban Areas.
Fouda has been a long time militant of the CPDM where he rose to the post of Section Vice President for Mfoundi III. He has also been General President of the Fraternal Association for Aid and Solidarity between Mfoundi elites. He was also re-elected as Municipal Adviser during the last municipal elections. The news of his appointment brought large numbers of people to his residence in Mfoundi III where he was once mayor.
According to him, he has served Cameroonians loyally for 33 years and would not fail them now. However, the ability of an engineer to coordinate health matters is a puzzle to many. This, therefore, calls for a lot of work and commitment on his part in order to clear the doubts of the populace.
Badel Ndanga Ndinga - Minister Of Industries, Mines & Technological Development
Badel N. Ndinga, 53, was born
in Lomet-Djerem in the East Province. He
attended the National Advanced School of Administration and Magistracy,
ENAM, and upon completion has been in government ever since.
Before his appointment, he was twice the Secretary of State as well as the Secretary of Ministerial meetings chaired by the Head of State since December 2004. He had also been the Minister of Transport since September 7, 2006. However, he left the National Assembly in 1997 and stayed for seven years without any official post. He takes over from Bernard Mesenge Avom. He is married man with two kids.
Jean Nkuete - Vice Prime Minister
Jean Nkuete, 63, was pioneer Vice Prime Minister of Agriculture in
Cameroon. Born in 1944, Nkuete has maintained the post which he took
over form Clobert Tchatat. If the criteria for selection of members of
government depended only on competence and technicality, he would have
been said to be the man for the job. However, even after one year in
office his presence was not felt in the Ministry.
His main objective was to re-launch the agricultural sector and this was considered by most as a vocation. Before his recent appointment, Nkuete was the Executive Secretary of Customs and Economy of the Central African States and of the Central African Monetary and Economy for about ten years. He happens to be a bosom friend of the Head of States since the days when Biya was still a premier.

I am from the USA I and several other people here in the US have been scammed by someone in your country. The e-mails have been traced to your country as well. The culprits go around claiming to have birds or other animals up for adoption for a fee. When in fact they have no animals at all. So several people have responded and they scammed the people. They go around claiming to people doctors, your local authorities, mis-representing airports and other government people. They then turn around and claim to be a different authority. I have personally been scammed $7,000.000 US Dollars by these crooks. They must be stopped and prosecuted. I have no idea who to e-mail for help.
Here is another e-mail by the same crooks. Now they are claiming to be differnt authorities which is making your country look very bad worldwide. As they have scammed people in the US and UK. They must be stopped.

Monday at the bank while picking up money from money gram,which was

by you.it was the sum of $150.00 and had picked up the sum of $375.00
from you some few days ago.this means you have been dealing with this
fellow for quite some time now without knowing he was a crook.he has
confessed to us that he had took quite some amount of money from you to
ship a bird to you in the united states and by the time you realized
that he was a con ,he therefore created another email address and
started contacting you like he was a police and lawyer and so on.he
further let us understand and from our investigations that he came in
contact with you through one woman in the united states in the name of
Guida Moss whom he had also scammed and again started contacting the
woman as a security unit and therefor this said woman is the person
whom
unknowingly and coincidentally directed you to the same sabum gildas
and
their false police network and he has been scamming you and the woman
for quite a while now and receiving money from you guys.the said woman
is in Akron Ohio as he said but we do not
yet have the contact to this woman at the moment as they are still
adamant to disclose her address.so if you have her address please
contact her asap to let her know that she has
been sending money to the same group of people who scammed her for a
macaw parrot. that these guys are not the police unit. THE SAID SABUM

THE NAME OF MRS TIFFANY ROSE,SHE FELL INTO THEIR TRAP THROUGH THEIR

STARTED RECEIVING MONEY FROM HER ,YOU CONTACTED THEM TELLING THEM THAT
YOU HAD BEEN DIRECTED TO THEM BY THIS SAME WOMAN AND THIS IS HOW THEY
HAVE BEEN RECEIVING MONEY FROM YOU.THEY HAVE ALL BEEN WORKING IN
CONNECTION WITH THIS SAID WOMAN IN THE UNITED STATES WHO PASTE
CLASSIFIED ADS FOR THEM(AS THEY CAN NOT ACCESS MOST OF THOSE SITES DUE
TO IP BAND FROM HERE).AND THEY HAVE SO FAR CONFESSED THAT THEY CAME
INTO
CONTACT WITH THIS VERY MRS GUIDA MOSS WHOM THEY HAVE BEEN SCAMMING
THROUGH THE VERY MRS TIFFANY ROSE.
As we told you,one of them is on the run and we are sure that he will
still be contacting you to try to get more money from you from his
hiding place so do not send any more money to this fellow.they also
confessed that they had already started to recontact you as the true
police unit when you had try to figure out that they were not real but
they convinced you back through the bamenpolicunit@yahoo.com inbox and
you were convinced and they
stopped contacting you through the other email address.this means as
they were scaming you,they were at the same time contacting you with
other email addresses to confuse you not to know the real police so
that
in case you discovered that the present people you were dealing with
were not the true police,they would have continue scamming you through
the other email(this means while they were scamming you using the
bamenpoliceunit@yahoo.com email,they created another email themselves
and contacted you telling you that the bamenpolice@yahoo.com email was
fake.although they said you ignored the mail and continued with the
bamenpolice@yahoo.com email.They have been using fake documents and
fraudulent government stamps to make fake documents.
what we are asking you now to do is to stop dealing with any emails
you
get from them and forward any emails you get from them to us.if you
are
in any way of help to us to track down the escapee then contact us
immediately with the necessary information

if only I read your article two days ago I wouldnt have got scammed like this...there's this guy called "Rogers Juse" who sell maltese puppies to Dubai citizen, me and my friend were tricked, he kept sending us pictures some documents and used different emails an airports and ministery of livestock, he was able to steal 400$ from us and asked for more 800$ thank god I suspected him and stopped since it was abvious that his, the airport and the minisrty's emails looked like they were written by the same person, same spelling mistakes and stuff and when I told him he just disapeared.
please can you guys stop this bastard? I mean he managed to steal 400$ from us and we're feeling so bad, I'm sure he stole more from other ppl.
