Northwest Governor, Koumpa Issa, has stopped Northwest mayors from recruiting municipal police until further notice.
Speaking at the close of a one-week seminar on capacity building of mayors and their deputies, Koumpa warned that any mayor who will go ahead to create municipal police without authorisation from hierarchy shall be doing so at his or her own peril.
"I must state here that the creation of such a unit as municipal police to take care of security matters within your municipality must be carried out following the procedure put in place by law and approved by competent supervisory authority," he stated.
On governance and leadership, the Governor exhorted the 32 mayors of the Northwest not to betray the confidence bestowed on them by their population.This entails shunning corruption and embezzlement by making themselves referral personalities to those who gave their votes to them.
He said the fight against corruption is no longer news, but that "some people including you as mayors still imagine that this fight is the sole responsibility of the central administration and external services of the ministries."
Having supervised the councils in the Northwest for five years, Koumpa said some of the mayors are still immune to corruption and embezzlement, reason why he urged them to go all out and fight corruption with the same vehemence as the state is doing.
Koumpa, who at one moment became a full participant, said the lecturers from CEFAM, Territorial Administration and Decentralisation, MINADT, and other partners demonstrated mastery of 14 topics.
With the understanding that the training effectively penetrated, Koumpa expressed optimism that he would not entertain dismal performance or any form of malfunctioning when he makes rounds or files arrive in his office for scrutiny.
The participants, on their part, expressed gratitude to government and promised to serve all and sundry whether they voted for them or not.The mayors were given as first assignment in 2008 to send their draft budgets to the Governor Koumpa's table on or before January 15.
Mr. Governor, what if only the CPDM mayors had wanted to create municipal police in the province. If you are against such a police force, you should instruct your police force to maintain peace and security in the province and not shooting at un armed cameroonians and letting bandits move freely all over the province. If the police and the gendarme have failed to secure the province, should the population sit and look????. When shall Cameroon start electing GOVERNORS
