Operation Sparrow Hawk, better known by its French language acronym “Opération Epervier” is one of the most broadcasted antiphons to the battle against corruption and embezzlement of public funds in Cameroon. The operation so describes the attitude of the sparrow hawk when it stalks and snatches its victims - individuals who are alleged to have embezzled public funds. Reason why many believe the operation is a targeted political action.

However, some Cameroonians highly acclaim the operation as a traceable proof in the war against embezzlement, and to stamp out corruption in the country which took world corruption trophy for keep. The truth is that corruption wouldn’t have been rife in Cameroon if operation “epervier” went into effect 29 years ago when President Biya, became president. Yes, ENAM graduates would not have been swindling tax payers’ money with impunity. Today, every vote holder in the Biya regim wants to retire a billionaire or at least a millionaire
The country’s Minister of Justice is said to have the dirty files of all those who have embezzled, waiting instructions from the head of state to activate prosecution. "I can assure you that I have many corruption case files on my table who will soon be arrested", Amadou Ali, is reported to have told the press in Cameroon. The minister who revealed that there were some scandalous cases of mismanagement called on the judicial family to fasten their belts and be courageous enough to give the right sanctions especially on cases of corruption and embezzlement.
Amadou Ali reassured Cameroonians that they will see more victims as Supreme State Control keeps investigating budgetary transaction in various ministries to fish out irregularities. By so doing the Minister knows who will next be arrested, detained, judged or jailed for embezzlement.
One of those preys is Tadzong Abel Ndeh, former Government Delegate to Bamenda Urban Council. Ndeh, who is presently on detention at the judicial police in Bamenda, was arrested last Feb, 1, 2010, on charges of mismanagement and embezzlement of state funds during his tenure as Government Delegate. Since his arrest and detention the former Bamenda landlord had been helping element of the judicial police carryout their investigation. On this score his residence had been searched by investigators on several occasions. The main idea behind the search was to uncover incriminating evidence that would help nail the former government delegate who is also a senior member of the ruling CPDM party of President Paul Biya.
The arrest and detention of Ndeh – the latest Anglophone victim in the fight against corruption in Cameroon, came a couple of weeks after those of former basic education minister, Haman Adama, former secretary of state for basic education Christine Abena, amongst others.
At the end of the day, the critical question is whether the money they have embezzled is being recovered? If yes, where is the money?

Le CCD, une association de Camerounais vivant en France, a déposé plainte mardi au parquet de Paris, selon le récépissé de la plainte consulté par l'AFP.
Cette plainte, qui vise le chef de "recel de détournements de fonds publics", est dans la droite ligne des plaintes déposées ces deux dernières années par plusieurs associations comme Transparency international visant trois chefs d'Etat africains: Denis Sassou Nguesso du Congo, Teodoro Obiang Nguema de Guinée-Equatoriale et le défunt chef d'Etat gabonais Omar Bongo.
La doyenne des juges d'instruction du tribunal de grande instance de Paris, Françoise Desset, avait donné son feu vert en mai 2009 à l'ouverture d'une information judiciaire après le dépôt de ces plaintes mais le parquet avait saisi la cour d'appel de Paris qui a finalement rejeté cette enquête au motif que les plaignants n'avaient pas subi de préjudice direct lié à d'éventuels détournements.
"Cette plainte contre M. Biya est le fait d'une association de Camerounais, et non d'une ONG française, nous sommes directement concernés par d'éventuels détournements," a expliqué le président du CCD, Robert Waffo-Wanto, au cours d'une conférence de presse.
Selon les plaignants, le patrimoine acquis en France par M. Biya, à la tête du Cameroun depuis 1982, pourrait atteindre plusieurs centaines de millions d'euros.
"Si une enquête était ouverte en France, cela permettrait de savoir enfin ce que détient M. Biya, qui vit dans le luxe avec sa famille alors que la pauvreté progresse sans cesse au Cameroun", a estimé le vice-président du CCD, Celestin Djamen.
Le parquet de Paris peut désormais ouvrir une information judiciaire, confiée à un juge d'instruction, mener lui-même une enquête préliminaire ou classer sans suite cette plainte.

Here we go again with another lame article with futile and baseless analysis.

instead of going ahead to show the profile of the man arrested and what prompted his arrest.
Here is the mantra our man presents.

Tell me, is Abel Ndeh, Fondjindam,Etonde Ekotto,Shaddrack Nsahlai etc from ENAM? oh yea, you said all ENAM students swindle the state's wealth.
Do not get me wrong, the school has its own bad products, but to say they are the only corrupt in the country is real escapism. All cameroonians in their various spheres have contributed in one way or the other to this failure, meaning the system in cameroon has failed and must be revised.
Come what may, say what you like ENAM is and will always remain Cameroon's most prestigious school.

It,s good you accept the system has failed.Another way to say this is that the administration has failed. How is Enam called? National School of administration and magistracy. If our administration has failed,the school that provides it's cadres is not worth toilet tissue. You can pretend that all the other sectors are corrupt as well,but the greatest number of administrators in history to find themselves in prison because of theft are mostly Enam trained. This is enough reason never to proudly identity yourself with such a low-life institution.

Dear brothers, it is important in the heat of the moment to nurse a spirit of collective endeavour,action,a little effort now will send Biya packing believe it or not, that is the bitter truth.Biya and his ruling elite had successfully dirty the stream from the top,down,the mudfish suffocate,no fresh water for the Cameroonians souls.
However,the chaos caused by Biya and his able ministers,did not provoke civilizational collapsed,it simply exposed and magnified the pains we have undergone,the underdeveloped nature of the country,Furthermore the inability of the parliament,judiciary,let alone the corrupt executive to excercise true freedom of speech,democracy.

Frankly speaking, I am a graduate of that school. I left in 2006.
I understand Effange's problem ( I dont Know him, and cannot determine his class)
I think if the author and all of you in the house shouild use the adjective "some" when refering to the products of the school.
On the other hand, its true some of the products of the school have killed its image, thats true.
Its rather terrible, to read some of you say there is corruption every where, but that in ENAM tops the chart, thats an overstatement, based on emotions and unverified facts.
Effange should be soft abit in tone, but i agree with him that cameroon's problem is that of a bad system and not ENAM grads, because if public policy is well set at the top a good followup can change things.
Would hide my mind. You and i hve contributed in spoiling cameroon, so lets not play the blame game nor indulge in escapists tendencies.
Frankly speaking, my passing through is a mixed blessing. I am proud and disappointed

Dear Effange Fru,the inconvinient reality is that,there is wide spread government corruption,pettiness and egoism,non competent appointment from ENAM products.Reasons being that the weight of the envelope actually determined the entrance result into ENAM'and not meritocracy.
This explain the reason why you guys are easily brainwashed as mention above. Senior Fru,are you asserting the fact that you are part of the emblematic of the ignorance,uncertainty,dishonesty,and insecurity that rules Cameroon?
