Tax delinquents owe New Rochelle $2.7M; Cameroon tops list

NEW ROCHELLE — Eight property owners owe a combined $2.7 million in back taxes and interest to the city of New Rochelle, and the biggest delinquent by far is the nation of Cameroon.

The Republic of Cameroon owes $1.4 million for its diplomatic residence at 50 Montgomery Circle and $210,097 for a vacant 0.9-acre lot on the same street. The African country's unpaid bills, which include county, city and school taxes and interest, go back to 1995.

Franc Younbi, a butler at the home, said the diplomat who lived there, Tommo Monthe, was not responsible for the bills, referring The Journal News to the nation's Consulate in New York City. A secretary there last week said no one was available to comment.

After two years of failure to pay taxes, the city typically will start foreclosure proceedings. At that time, some property owners choose to enter an agreement to pay overdue taxes.

But the city cannot take action on the Cameroon property because it is a diplomatic residence, said New Rochelle Finance Commissioner Howard Rattner.

The city sued Cameroon in U.S. District Court in 2006 for unpaid taxes and that suit is still pending, said Omar Small, assistant to the city manager.
